Inadequate institutional mechanisms and legal systems, ineffective implementation of corporate responsibilities, and other issues are still outstanding. Production safety accidents are prone to occur. In particular, the frequent occurrence of serious and serious safety incidents has not yet been effectively curbed, and some accidents have emerged from high-risk industries to other industries. The spread of the field directly threatens production safety and public safety. In order to further strengthen safety production, we now put forward the following opinions on promoting reform and development in the field of safety production.

First, the overall requirements

(a) The guiding ideology. (b) Basic principles

Second, improve and implement the safety production responsibility system

Strengthen the research on safety production theory and policy, use big data technology to analyze the regularity and correlation of safety production, and improve the scientific level of safety production decisions.

(28) Improve the social service system. The professional production and technical services for safety production will be incorporated into the development plan of modern service industries and nurture diversified service providers. Establish a government purchase safety production service system. Support the development of professional organizations for safe production and strengthen self-governance. Improve the registered safety engineer system. We will improve and improve the methods for managing the qualifications of safety production and occupational health service agencies. Support related agencies to carry out technical services such as integrated safety production and occupational health evaluation, strictly implement the evaluation open system, and further activate and standardize the professional and technical service market. Encourage small and medium-sized micro enterprises to use order-based, collaborative purchases to use safe production management and technical services. Establish a public safety system for safety production and occupational health technical service agencies and a credit rating system implemented by third parties, and severely investigate and punish various types of illegal and irregular behaviors such as lending qualifications, illegal contact, fraud, and monopoly charges.

(29) Use the market mechanism to promote the role. Eliminating the safe production risk depository system, establishing and improving the safety production liability insurance system, and implementing it in high-risk industries such as mines, hazardous chemicals, fireworks, transportation, construction, civilian explosives, metal smelting, and fishery production. Insurance institutions participate in risk assessment control and accident prevention functions. We will improve the system of work-related injury insurance, speed up the development of specific measures for the extraction of prevention costs, use, and management of work-related injuries. We will actively promote the construction of a system of production safety and credit, improve the system of "blacklisting" of corporate safety record of bad production, and establish an incentive mechanism for dishonest punishment and trustworthiness.

(30) Improve the safety propaganda and education system. The safety production supervision and management shall be incorporated into the training content of party and government leading cadres at all levels. We will incorporate safety knowledge into national education, establish and improve safety education in primary and secondary schools and occupational safety education systems in high-risk industries. Incorporate safe production into the skills training of migrant workers. Strict implementation of corporate safety education and training system, and effectively do first training, post posts. We will promote the construction of a safety culture, strengthen warning education, and strengthen the awareness of safety and the rule of law. To play a role in the organization of labor unions, the Communist Youth League, and women’s federations, and to safeguard the right to information, participation, and supervision of the workers and staff. Strengthen safety production public welfare and public opinion supervision. Establish a reporting and complaint mechanism for the unified reporting and disposition of safety production “12350” line and social public management platform. Encourage the development of safe production volunteerism and charity. Strengthen the international exchange and cooperation in safety production and learn from the advanced experience of safe production and occupational health abroad.

All localities and departments must strengthen organizational leadership and strictly implement the responsibility system for safe production of leading cadres. According to the tasks and requirements set forth in this Opinion, they must study and formulate implementation measures in light of actual conditions, and must promptly introduce specific policies and measures to promote the reform and development of safe production. Division of responsibilities and time schedule requirements to ensure that all reform initiatives and work requirements are put in place. The implementation of the situation should be reported to the Party Central Committee and the State Council in a timely manner, and at the same time, copied to the Office of the State Council’s Safety Production Committee.
