Safe production is a major issue concerning the safety of people's lives and properties, a symbol of the coordinated and healthy economic and social development, and a party and government's high responsibility for the interests of the people. The Party Central Committee and the State Council have always attached great importance to safety production. Since the party's 18th National Congress, it has made a series of major decisions and plans to promote positive progress in the country's work safety. At the same time, we must also realize that China is currently in the process of industrialization and urbanization. The scale of production and operations has continued to expand, traditional and new modes of production and management have coexisted, and various accident hazards and safety risks have been superimposed on one another, and the safety production base has been weak and supervised. Inadequate institutional mechanisms and legal systems, ineffective implementation of corporate responsibilities, and other issues are still outstanding. Production safety accidents are prone to occur. In particular, the frequent occurrence of serious and serious safety incidents has not yet been effectively curbed, and some accidents have emerged from high-risk industries to other industries. The spread of the field directly threatens production safety and public safety. In order to further strengthen safety production, we now put forward the following opinions on promoting reform and development in the field of safety production.
First, the overall requirements
(a) The guiding ideology. We must fully implement the spirit of the 18th and 18th sessions of the Party's 18th Congress, the 3rd Central Committee, the 4th Central Committee, the 5th Central Committee, and the 6th Plenary Session. (b) Basic principles
——Insist on safe development. Continuously promote the theoretical innovation of safety production, institutional innovation, system and mechanism innovation, scientific and technological innovation and cultural innovation, strengthen the endogenous driving force of enterprises, stimulate the innovation vitality of the entire society, solve the problems of safe production, and promote the coordinated development of safe production and economic and social development.
- Insist on supervision according to law. Vigorously promote the socialist spirit of the rule of law, use legal thinking and the rule of law, deepen the reform of the safety production supervision and law enforcement system, improve safety production laws and regulations and standards system , strictly regulate fair and civilized law enforcement, enhance the efficiency of regulatory enforcement, and improve the level of legal production safety.

We will lay a solid and reliable foundation for safe production of the Chinese dream of realizing the great rejuvenation of the Chinese nation.
Second, improve and implement the safety production responsibility system
(d) clarify the responsibility of local party committees and government leadership. We will strengthen the leadership team and cadre ranks of safety production supervision agencies. Strict safety production performance performance assessment and accountability for negligence. Strengthen safety production education and public opinion guidance. Mobilize all sectors of society to actively participate in, support and supervise safety production.
Local governments at all levels must incorporate safe production into the overall economic and social development plan, formulate and implement special plans for production safety, and improve the safety investment protection system. Timely research and deployment of safe production work and strict implementation of territorial supervision responsibility. Give full play to the role of the Safety Production Committee and implement the goal of safe production responsibility management. Establish a safety production inspection system and urge all departments and subordinate governments to fulfill their duties. Strengthen the construction of safety production supervision and law enforcement capabilities, promote safety and technological innovation, and upgrade the level of information management. (e) Defining departmental supervisory responsibilities. They must regard safety production as an important part of the management of the industry, strengthen industry safety production from the aspects of industry planning, industrial policies, regulations, and administrative licenses, and guide and urge enterprises and institutions. Strengthen safety management. Party committees and other relevant government departments must provide support and security for safe production within the scope of their duties and work together to promote safe development.
(6) Strict implementation of corporate principal responsibilities. Enterprises have overall responsibility for the safety production and occupational health work of their own units. They must strictly implement the statutory responsibilities for safety production and establish and improve endogenous mechanisms for self-discipline and continuous improvement. The enterprise implements the safety production responsibility system for all employees. The legal representative and the actual controller are also the first responsible persons for safety production. The main technical responsible person has the technical decision-making and commanding rights for safety production, strengthens the department’s safety production responsibilities, and implements a post with double responsibility. . We will improve the responsibility for safe production of mixed-ownership enterprises, as well as investment entities from cross-regional, multi-tiered, and overseas Chinese-funded enterprises. Establish the company's entire process of safe production and occupational health management system, to achieve safety responsibility, management, investment, training and emergency rescue "five." State-owned enterprises should play a leading role in the demonstration of safe production and consciously accept territorial supervision.

Third, reform the safety supervision and supervision system

(12) Improve the emergency rescue management system. V. Establishing a Safety Prevention and Control System

(21) Strengthen corporate preventive measures. Enterprises should regularly carry out risk assessment and hazard identification. (23) Strengthen the security of urban operations. (24) Strengthen project governance in key areas. We will further promote the project management of coal mine gas, water and other major disasters, and mine mined areas and tailings reservoirs. We will deepen the safety improvement in oil and gas extraction, transportation, refining and chemical industry, docks and docks. (28) Improve the social service system. The meter can be connected with computer as follows. Connect the meter and computer with a USB-to-RS485 converter( converter A+ end to transmitter A+ end, B- to B-, and GND to GDN); turn to device manager of the computer to check COM port connected with meter. Start the software, select the right COM port and click Connect; do not change any other parameters (if you do not know the right one, click Automatic options on the left, click Connect, plug & unplug the transmitter, and then check if it is connected). The flow direction is settable. There are 4 options, forward(default), reverse, absolute value & bi-direction. There is a direction mark on the sensor. Forward means the same direction with the mark on sensor, the meter will only count the flow in this direction; reverse means the opposite direction of the mark, the meter will only count the reverse direction; bidirectional means that the meter will measure both directions, it increases when it is forward and decreases when reverse; absolute means it increases no matter it is forward or reverse.
