It is understood that this planning period is from 2010 to 2015, all localities will complete the pre-review draft in December this year and report to the Ministry of Lands for pre-trial.

According to documents issued by the Ministry of Land and Resources, the move is to "protect and rationally use mineral resources such as rare earths, tungsten, tin, antimony, molybdenum, high alumina clay, fluorite (hereinafter referred to as "rare earth and other minerals") to ensure sustainable development." .

According to the requirements, the scope of the above-mentioned planning includes: the minerals of minerals such as rare earths that have been discovered in the administrative area, the provinces (autonomous regions and municipalities) that intend to carry out the prospective survey and exploration of rare earths and other minerals in the near future; the provincial-level mineral resources planning Provinces (autonomous regions and municipalities) that have not made specific plans for mineral exploration such as rare earths.

At the same time, the scale of planning should not exceed the national mineral resources planning, the national geological survey planning, the mining total control indicators issued by the Ministry of Land and Resources, the provincial-level mineral resources master plan, and the province (region, city) national economic and social development planning.

It is understood that in order to guarantee the right to speak of the above-mentioned advantageous minerals in the international market, the Ministry of Land and Resources has carried out total control over its mining in recent years, and has reached the provincial level under the mining indicators.
