Since last year, the most striking policy rumor in the field of new energy is that the country is preparing to introduce the "New Energy Industry Plan." In the first quarter of this year, the formulation of the Strategic Emerging Industry Plan was put on the agenda, which also included a new energy plan. For these two plans, Li Junfeng, deputy director of the Energy Research Institute of the National Development and Reform Commission, made a detailed distinction in the interview with Shanghai Securities News last weekend.

“This belongs to two plans in different categories. The full name of “New Energy Industry Plan” should be called “Emerging Energy Industry Development Plan”, which includes not only new energy sources such as wind power, photovoltaics and biomass energy, but also IGCC. Clean coal utilization, coalbed methane, shale gas and other energy sources. The Strategic Emerging Industry Plan contains seven industries, one of which is new energy, and its coverage is smaller than that of emerging energy," Li Junfeng said.

He said, "At present, the State Council only decides in principle to foster the development of strategic emerging industries. This means that the introduction of planning may require a process, and the planning of the seven major industries will continue."

Li Junfeng believes that "From the current point of view, the State Council has not discussed this plan ("Emerging Energy Industry Development Plan"), it is still unclear when it will be introduced."

“The new energy component, including strategic emerging industry planning, is still in the fog. What exactly is it? What is the essential difference between the original? It may be necessary to look at it.” Li Junfeng said.

"Of course, the two plans should be consistent with the development goals of the same new energy source," Li Junfeng said.

According to him, there is only one officially announced plan for new energy, namely the Medium and Long-term Development Plan for Renewable Energy, which stipulates that wind power will reach 30 million kilowatts by 2020, but this goal is likely to be reached this year. To this end, the Energy Bureau has been constantly raising its target. The latest statement is that wind power installed capacity will reach 150 million kilowatts by 2020. "The State Grid is currently preparing for this goal."

Jiang Liping, deputy dean of the State Grid Energy Research Institute, confirmed to the reporter that the State Grid is indeed doing the consumption reduction plan according to the goal of installing 150 million kilowatts of wind power. But she does not want to see the growth of new energy double every year without any preparation.

“For equipment manufacturers, doubling may be a good thing, but not necessarily a good thing for a comprehensive energy system. It’s more important to have a consensus-building development goal.” Jiang Liping said, “Government decisions are very much here.
