Some European aluminum producers in recent Europe have filed an application to the European Union for restricting China's import of metal scrap from Europe. They believe that China’s strong purchasing power on waste has pushed up the price of scrap, leaving European recycling companies facing a crisis of scrap shortage. Second, the rapid increase in scrap metal prices directly affects the competitiveness of China's manufacturing industry. For example, the average import price of scrap at Tianjin Port was US$166/ton in 2003, and it increased to US$304/ton in 2004. This has increased the cost of China’s manufacturing industry to a certain extent and eroded profits. Thirdly, there is a big gap between China's renewable metal utilization enterprises and the international advanced level in terms of technical equipment, and the harmless processing capacity of scrap metal is relatively weak, which poses greater pressure on environmental protection.
