Hubei’s “grab coal” war has hit a gap of up to one million tons in advance

When the autumn water falls back, for Hubei, where 2/3 of the electricity is supported by hydropower, it means that the most tense days of the thermal power plant come. This year, affected by the "Millennium Extreme Cold" speculation, the integration of resources in coal provinces such as Shanxi, and the closing of the "Eleventh Five-Year Plan", the national "grab coal war" was nearly one month ahead of last year.

It is estimated that in just 11 or 12 months, Hubei needs more than 6 million tons of coal, and the current gap has reached one million tons. Since the beginning of this month, all major power plants and coal-using enterprises in Hubei have begun to cast nets across the country, racking their brains to run coal mines, and only seeking an urgent need to burn coal.

For a province with an extremely scarce coal resource in Hubei, there is a coal-powered army that is active throughout the country, rushing for the warmth of the Jingchu people...

1. The way to steal coal must have the spirit of "40 million"
From November 2 until the New Year's Eve, Zhang Yu (a pseudonym) probably has to spend in Shanxi, Inner Mongolia and Xinjiang. "I have been used to it for a long time." As a salesman of the fuel department of a power plant, every year, whether the factory can generate electricity smoothly depends on the performance of Zhang Yu.

The power plant where Zhang Yu is located has signed a key coal supply guarantee agreement with the coal mine every year, but the supply only accounts for 1/3 of the actual demand. The remaining 2 million tons of coal need to be solved by running the market. This year, Zhang Yu looked for the first stop of coal and chose a coal mine with a long-term cooperative relationship with the factory.

However, after waiting for more than two hours in the mine office, the responsible person was still missing. Zhang Yu knew that the other party must be "communicating" with other salesmen looking for coal. The next day, before lunch, Zhang Yu went to the mine again and finally let him "catch" someone. When the other party saw him, it was a bitter water. This year, the mine was shut down because of the "security check". How many people asked him for coal, and they were all old-fashioned... Zhang Yu said nothing, and he pulled the other into a family. restaurant.

After three rounds of wine, Zhang Yu’s face was a pain, and the person in charge of the mine finally got loose. Early the next morning, Zhang Yu quickly organized the loading of the car. "At this time of the year, coal prices will rise. This year, Shanxi resources are integrated. The seller has actually reduced a lot, and the price increase is more convenient. If it is not shipped in time, maybe the morning price will change in the afternoon."

Zhang Yu often said to the young people in the department that "the coal is to have the spirit of '40 million.'" that is, "crossing thousands of mountains and waters, breaking through thousands of hardships, going through thousands of hardships, drinking thousands of cups ".

Although the current coal storage in the factory is enough for 20 days, Zhang Yu is not ready to go home. "There are still more than three months to smash, this coal is definitely not enough to burn." Zhang Yu told reporters that he is going to go to Inner Mongolia next.

2. The method of stealing coal is the Eight Immortals crossing the sea.
Not only is Zhang Yu not at home recently, Wang Yimin, secretary general of the Provincial Coal Association, is now calling member companies. The other party is not in Inner Mongolia or Henan. "The winter needs heating in the north, and there is a shortage of water resources in the major hydropower provinces such as Hubei. The demand for coal in the country has risen sharply. The coal market has become a typical seller's market, and coal can only be sought everywhere." Wang Yimin said.

This is the most obvious feeling in Hubei. This year, the province's electricity consumption is about 45 million tons, 98% need to be adjusted externally, 70% of which need to be solved by market means. The 2/3 power in Hubei comes from hydropower. When it enters the dry season in winter, the demand for coal is particularly large. According to the data of the Provincial Economic and Information Committee, the thermal power generation in Hubei in September this year only accounted for 44.23% of the province's power generation, and the proportion from January to October soared to 68.9%. At the same time, since mid-October this year, coal stocks in Hubei have continued to decline, with a cumulative reduction of nearly one million tons. At present, the province's total reserves are about 2.4 million tons, which can last from 21 days to 22 days, less than half of Hubei's "50-day ideal reserve period."

Due to the huge demand for coal resources in the province, in addition to thermal power plants, steel, chemical, fertilizer and other enterprises have also set up their own “grab coal” special classes. In addition, there are more than 1,000 enterprises engaged in coal trade and circulation in the province. Coal supply "check and fill the gap", and eventually formed a huge "grab the coal army." "At present, we allow more coal commerce and circulation enterprises to intervene in the market. The so-called fish have fish roads and shrimps have shrimp roads." Wang Yimin said that although many of the circulation enterprises are not particularly strong in capital strength, they have some "gateways" with coal mines and railways. It is the most important thing to pull the coal back on the knot.

The reporter understands that every year during the winter coal stress period, Hubei “grab the coal army” did play a very important role. Only coal trade and circulation enterprises, the coal transferred to Hubei every year, which accounts for about 20% of the total external adjustment of the province.

3. Is it feasible to grab the suspected coal in advance?
Due to changes in weather conditions, winter coal supply is tight and appears almost every year. Why is Hubei not adequately stocked in advance?

At the beginning of October this year, the coal reserves of our province's power plants were as high as 4 million tons, which is only one step away from the peak of coal storage throughout the year. However, power generation companies, which are given priority in the month, do not continue to reserve but reduce inventory. “The cost of coal reserves is very high. Due to the difficulties of the site, it is impossible for enterprises to store coal indefinitely.” A person in charge of the power plant told reporters.

Although the price of coal has been marketized, the price of electricity is still regulated, resulting in the general loss of power plants in the country. From January to October this year, the loss of thermal power plants in Hubei has reached more than 1 billion yuan, and the cost of power generation is nowhere to be borne. At the same time, after the national supply and demand relationship is clear in November every year, the power plant will have a spectrum of coal prices, and premature reserves may fall into losses. At the end of 2008, China suffered from the economic crisis and warm winter, and coal prices fell sharply. In the past, many power plants in Hubei ate a large number of coal sources at high prices in August, resulting in a loss of more than 80 million yuan.

From a business perspective, it is not an exaggeration that power plants are still reducing inventory in the peak season. Only this model continues, once entering the peak season, staged coal shortages must occur.

At the same time, there are more than 1,000 trade and circulation enterprises in Hubei. Although they can adjust coal into the Hubei through various channels during the tense period, they basically do not enter the thermal power plant system, but are used in metallurgical and chemical industries. "They are mainly for profit, and power plants can't afford excessive coal prices," industry insiders said. However, the problem is that coal is the most important to people's livelihood, but the railway capacity in winter is limited, and the more it is occupied by commercial and trade enterprises, the narrower the inflow of electricity and coal.

Gong Yiming, director of the Economic Research Institute of the Hubei Academy of Social Sciences, said in an interview with this reporter that at present, the total production of raw coal in China is about 3 billion tons, which is basically balanced with the national consumption, but there is always a shortage in some areas such as Hubei. There must be a lack of guarantee mechanisms.

In his view, as a typical province of “lack of coal, less oil and electricity”, Hubei has historically formed an industrial structure dominated by heavy industry. In the planned economy era, coal supply was insufficient, but when the country liberalized the coal market, the contradiction between supply and demand began to emerge. "Lack of a unified coal security channel in Hubei has led to excessive market participants participating in 'grab coal'. The various interests are not only unable to eliminate the lack of coal in Hubei, but the impact of the security system, and even more and more."

4. Grab the solution of coal, the three bases to decompose the "coal"
The existing "multiple coal grab" has drawbacks, but it is also a helpless choice. If it does not grab, it means the factory is shut down. It is estimated that by the end of the "Twelfth Five-Year Plan", the total demand for coal in Hubei may be as high as 1.7-190 million tons. “The industrial output value of Hubei’s power loss due to power cuts last year may reach several billion yuan.” The person in charge of an energy company in Hubei felt that the impact of energy shortage on the economy can be seen.

For this reason, many experts believe that coal, especially coal, cannot be completely brought into the market due to the people's livelihood. “Hubei must establish a long-term mechanism for coal supply to completely break through the bottleneck of coal shortage.” Jia Shuguang, chairman of Hubei Coal Investment and Development Co., Ltd. said that in the case of coal, Hubei not only needs to increase its purchases in the event of a shortage, but It is necessary to establish a large reserve base in the province to completely avoid the power plant from falling into the "lack of coal" due to cost and reserve pressure.

Gong Yimin also believes that as a province with large coal consumption, Hubei must have a large reserve center. “The center cannot be profit-oriented, but it should be the base for regulating the coal demand in the province.” He said that on the basis of large-scale reserves and modern logistics measures, the goods were eaten during the off-season of coal consumption, and they were placed in the province during the peak season. In order to allow coal-using enterprises in the province to solve energy problems in the province.

The current plan of Hubei is also breaking through this path. "We will consider establishing three bases in the future." Jia Shuguang revealed to reporters that the first is to build a resource base with a production capacity of 10 million tons in the major coal provinces, and the second is to establish a reserve center with a reserve capacity of 50 million tons in the province. A distribution center with a capacity of 10 million tons of transportation along the route.

The reporter understands that as early as the beginning of this year, Hubei signed a cooperation agreement with Inner Mongolia. At present, Hubei Inner Mongolia Coal Mine is close to success. As for the coal reserve center, the relevant planning of our province has been completed, and it is expected to be completed next year. It is expected to reach a reserve of 5 million tons in two or three years and achieve a reserve capacity of about 25 days. After the completion of the above three bases, Hubei's most ideal state is that the company prepares 30 days of reserves and public reserves for 20 days. "It should be said that at that time, the situation of coal shortage in Hubei is expected to be fully improved." Jia Shuguang believes.
