Luoyang City site will install "electronic eye"

From this year, Luoyang City will install "electronic eyes" covering the entire construction site on all construction sites. The monitoring equipment of each construction site will be connected to the city's unified monitoring network to further increase the supervision on the safety production of construction sites.

This year, all construction sites in Luoyang City will be forced to install remote video surveillance systems (of which the tower crane safety monitoring system is referred to as "black box").

The remote video surveillance system at the construction site is mainly realized by setting up cameras and monitoring system platforms. Each construction site requires the installation of at least four cameras, one of which is the highest tower crane on the site, one entrance and exit of the gate, one entrance and exit for the safety elevator of the construction elevator, and one material stacking and processing zone. In addition, for large or complex sites, the number of cameras installed should be based on the monitoring field of vision covering the entire site.

“In addition to monitoring functions, the cameras installed on the tower cranes will also take care of the warning and alarm functions.” According to the person in charge of the city’s construction safety supervision and management station, 80% of tower crane accidents in the country are caused by overloading and overruns. After monitoring the equipment, the operating driver can intuitively see the working status of the tower crane, such as how much the weight is, how much the torque is, how much the amplitude, etc., will not lead to wrong operation. Even if the driver misjudges, the system can promptly issue an alarm or automatically cut off the power to avoid accidents.

At the end of June, all construction sites in urban areas are installed in place. As of January 1, all new report construction projects must install a remote video surveillance system and a tower crane safety monitoring system; before March 31st, they will be used in urban areas. The equipment will be installed on the construction site of a tower crane with a lifting torque of more than 60 kN. By the end of June, such monitoring equipment will cover all unconstructed construction projects within the urban area.

After the installation of urban construction projects is completed, the monitoring projects will be gradually installed by the construction authorities of all counties (cities) and districts. The monitoring equipment will be gradually installed from June this year. All installations will be completed before the end of September.

Three kinds of ways can realize monitoring at any time, anytime, anywhere. At present, the housing and construction department of Luoyang City has supervised 1,658 housing construction projects under construction, with a building area of ​​approximately 28.5 million square meters. After the installation of the remote video surveillance system and tower crane safety monitoring system, the city will also set up a city-wide monitoring network system platform. After the system is installed, the construction site can be monitored in three ways.

Firstly, a monitoring room will be set up at each construction site to allow real-time monitoring of the site's monitoring data and images. At the same time, the video data will be stored. If necessary, historical data can be viewed or accessed through the network at any time.

Second, using the city's unified monitoring platform, the image data collected by the front-end equipment can be transmitted to the remote monitoring center. The city's housing construction department can view the real-time images of all construction sites in the city at any time.

Thirdly, the system also has a mobile phone viewing function. After using a mobile phone to access the Internet and landing on the platform, the images of each site can be transmitted over the network, and the 3G mobile phone can directly connect to watch live pictures, realizing real-time monitoring anywhere and anytime.
