Tender Notice for the Development of Semiconductor Diamond Substrate Materials

In order to improve the efficiency of the use of science and technology funds, ensure the quality of research work, and combine the characteristics of the subject, the Beijing Municipal Science and Technology Commission decided to adopt a public bidding method to select the preferred project undertaker. The bidding work will be carried out in accordance with the requirements of the "Tendering and Bidding Law of the People's Republic of China" and the "Interim Measures for the Administration of Bidding and Bidding of Science and Technology Projects" by the Ministry of Science and Technology of the People's Republic of China.

The tenderer of this bidding activity is the Beijing Municipal Science and Technology Commission, and the tendering agency is the Beijing Science and Technology Development and Exchange Center. Bidders are invited to bid on the “Development of 5mm×5mm Semiconductor Diamond Substrate Materials”, a special topic of “Leading and Advantageous Materials Innovation” of Beijing Science and Technology Plan in 2015.

Second, the target of the project

1. Preparing a semiconductor diamond single crystal substrate material having an area of ​​≥5 mm×5 mm and a thickness of ≥300 mm;

2. The technical index of the prepared semiconductor diamond single crystal substrate material is as follows: the electron mobility is ≥1500cm2/V•s, and the edge exciton luminescence is visible at room temperature.

Third, the bidder qualification

1. Enterprises with independent legal person status registered in the Beijing area (excluding Sino-foreign joint ventures with foreign-owned and Chinese shares not exceeding 50%), institutions and other organizations;

2, good credit, no bad records or serious violations of law and discipline in the past 2 years;

3. The bidder's credit rating below C (including C) in the Beijing Municipal Science and Technology Commission does not qualify as a bidder;

4. The unit that has undertaken the completion of the project of the Beijing Municipal Science and Technology Commission due to the completion of the project and does not have the qualifications of the bidder;

5. The tenderer accepts the bidding of the consortium, and all parties to the consortium shall have the qualifications for the bidder.

Fourth, the bidding instructions

The bidder shall have the research basis of semiconductor diamond single crystal materials and related hardware facilities conditions, and provide relevant certificates.

If the bidder cooperates, it shall clearly state the important contents of the cooperation content, methods and technical solutions in the bidding plan. A tender cooperation agreement must be signed at the time of bidding.

V. Progress requirements for research on bidding topics

The time for completing this topic will be completed within 2 years from the date when the winning bidder and the tenderee sign the "Question Task Book".

Sixth, the project funding

The total funds required to complete the project are derived from the funded funds of the tenderer and the self-raised funds of the successful bidder. The funded funds of the tenderer are sourced from the local financial allocation of Beijing and paid according to the relevant provisions of the current financial allocation. The bidder's funding limit for this project is RMB 3 million. The payment method of the fund is subject to the “Question and Task Book” signed by both parties.

The supporting funds that the bidder should provide shall not be less than 3 million yuan.
